Sometimes the gap is the experience. Just as often it is the reporting.
A report comes back for one of two reasons. Sometimes the experience is genuinely not there yet for the level claimed, and the answer is to keep working and report it honestly as you go. Just as often the experience is there and the write-up does not show it, because the reviewer never saw you do the work. All they have is what is on the page, assessed against a level rather than against how demanding your job was.
Which level you should be reporting depends on where you are in your experience. Early on you should be reporting Level 0s and 1s, because that is the foundation your progression is measured against. Level 0 and Level 1 are good reports, and you do not need a Level 2 everywhere. What matters is that the levels rise over your reporting period. The part candidates get stuck on is the last step, when the work is ready for Level 2 but the write-up does not show it.
